Kenneth W. Sain

Legal Experience
Mr. Sain, former Deputy Mayor and Chief Administrative Officer of Chicago, is Of Counsel to the law firm of Kamensky Rubinstein Hochman & Delott, LLP. Mr. Sain co-founded and served as an officer and general counsel of the Chicago Fiber Optic Corporation, Metropolitan Fiber Systems, Midway Air Transportation and Midway Airlines Corporation; he also served as a Director on the Regional Transportation Authority of Illinois and the Northeastern Illinois Commuter Railroad Corporation. Mr. Sain was also the Chairman of the Chicago-Cook County Criminal Justice Commission and the National Energy Task Force of the Urban Consortium. He created many innovative and effective management, health systems, criminal justice, citizen participation, licensing and policing programs and authored the first comprehensive Adult Uses Zoning Ordinance that made Chicago the standard in the US for governance of Adult Uses.

Mr. Sain's area of consulting and practice is in business corporate, administrative and government law and management advocacy.

Mr. Sain was also a Law Lecturer at the Chicago Bar Association and Chicago Police Department; he was a Professor of Social Work at Loyola University's graduate school, an Adjunct Professor of Law at John Marshall Law School and an Advisor to the Public Management Program of Northwestern University's Graduate School of Management.

Admissions Information
Mr. Sain has been admitted to practice law in the state of Illinois, before the United States District Court, Northern District of Illinois (E.D.), and the United States Court of Appeals for the 7th Circuit.

Mr. Sain is a member of the Illinois State Bar Association.

Educational Background
Mr. Sain is a graduate of Loyola University and Vanderbilt School of Law; he also completed studies at the United States School of Naval Justice, during which time he served on active duty in the U.S. Navy.
